One of the most important cooperative projects between Europe and China in the field of law, the China-EU School of Law (CESL), will receive European Commission funding for a further three and a half years. CESL is a cooperation between four Chinese and twelve European universities and educational institutions, and is coordinated by the Faculty of Law at University of Hamburg. It aims to support legal exchange between China and Europe and the People’s Republic of China in establishing a society based on the rule of law. CESL was founded in 2008 by the then president of the European Commission, José Manuel Barroso, and the then Vice Premier of China and current Premier of China, Li Kequiang. The project, which has a total volume of around 30.5 million euros, is funded by the European Commission with about 18 million euros.
CESL offers the one-year “Master of European and International Law” (MEIL) programme at the partner university China University of Political Science and Law (CUPL) in Beijing. It is designed for Chinese and foreign law graduates. The Master of Laws (LL.M.) degree is awarded by the University of Hamburg. Every autumn, international law students get the possibility to take part in the one-semester “Chinese Law Taught in English” (CLTE) programme in Beijing and thus get an introduction to Chinese Law and Chinese legal culture. Moreover, CESL offers professional trainings for jurists, organises conferences, guest lectures and seminars and promotes Sino-European research with scholarships.
In addition to the University of Hamburg, Autonomous University of Madrid (Spain), Bologna (Italy), Krakow (Poland), Lund (Sweden), Leuven (Belgium), Manchester (UK), Maastricht (Netherlands), Strasbourg (France), Central European University and Eötvös Loránd University Budapest (Hungary) as well as Trinity College Dublin (Ireland), belong to the consortium which operates and finances CESL. On the Chinese side, China University of Political Science and Law, Tsinghua University, National Prosecutors College and National Judges College are involved. Furthermore, their work is supported by a multitude of associated institutes and law firms.
