• Born in Karlsruhe on 4 July 1958
• 1979–1983: law studies at Heidelberg University (stay abroad in Montpellier, France)
• December 1983: first Staatsexamen (state examination)
• January 1987: second Staatsexamen (state examination)
• 1987–1997: research fellow at the Max Planck Institute for Comparative Public Law and International Law
• Summer 1988: visiting scholar at the Center for Studies and Research of the Hague Academy of International Law with a project on “The Legal Aspects of International Terrorism”
• Summer 1990: doctorate at Heidelberg University on “Neutrality and the Arms Trade” (Dr.iur.utr.)
• January–April 1991: visiting lecturer at the University of Alcalá de Henares (Madrid); classes on European Community law and German constitutional law
• Winter Semester 1996/97: Habilitation within the Faculty of Law at Heidelberg University in German and international public law, international law, and European law. Supervision by Prof. Dr. Jochen A. Frowein of the work on “Integration und Subsidiarität im deutschen Bundesstaatsrecht. Untersuchungen zur Bundesstaatstheorie unter dem Grundgesetz”

• Legal approach to issues of cultural diversity, particularly addressing cultural and linguistic minorities, and when dealing with migrants and foreigners
• International law of conflict, especially aspects of humanitarian intervention and the protection of civilians from military force; plus a now long-term commitment to the subject of combating terrorism
• Current developments in international economic law, especially WTO/GATT law
• Structural problems of federal orders, based on the issues in German federal law, leading to the development of multinational federal states, through to the structural issues of the European Union that can justifiably be considered a special form of federal structure
