Marie-Thérèse Montana
Über die Dozentin
Marie-Thérèse Montana has been teaching at the University of Hamburg since 2012; since 2018 she has been focusing on courses that take a critical yet optimistic look at the normative foundations of politics and law.
She is currently conducting research at the University of Göttingen, exploring how justice should be grounded in an increasingly diverse and polarized society—and what this means for the legal sphere. Her work develops a constructive, politically realist approach to justice, both within and beyond political communities, addressing the challenges posed by populism.
Marie-Thérèse Montana specializes in political philosophy, particularly theories of justice, as well as Ethics & Public Policy (EPP). Her academic background is interdisciplinary: she studied law and psychology in Hamburg and Honolulu, earning her Diplom in law. She then held a research assistant position at the University of Hamburg until 2017. Following her legal studies, she completed a Master of Higher Education (MHEd) at the University of Hamburg and a Master of Laws (LLM) at Berkeley, focusing on political and legal philosophy. She later moved to the Faculty of Philosophy at Göttingen, where she earned a Master of Arts (MA) in philosophy which included a semester abroad at Cambridge. She is currently based in Göttingen; since 2022, she has been a visiting researcher at the Max Planck Institute for the Study of Religious and Ethnic Diversity.
Her courses tackle the fundamental challenges posed by conflicting conceptions of justice in ethics, politics, and law—brought to life through state-of-the-art presentations, dynamic discussions, and engaged debates. In 2015, she was awarded the Hamburg Teaching Prize in Law, worth €10,000, together with Dana Valentiner.

Eike Richter
Über den Dozenten
Eike Richter, Oberregierungsrat, ist Professor für Öffentliches Recht und Dekan der Hochschule der Akademie der Polizei Hamburg. Er studierte Rechtswissenschaft mit Schwerpunkt im Öffentlichen Recht, insbesondere Verfassungs- und Verwaltungsrecht und Verwaltungslehre, sowie Angewandte Mathematik und Praktische Informatik an der Justus-Liebig-Universität Gießen. In der Zeit von 2000 bis 2007 war er wissenschaftlicher Mitarbeiter zunächst an der dortigen Professur für Öffentliches Recht und Verwaltungslehre und anschließend am Seminar für Öffentliches Recht und Staatslehre der Universität Hamburg. Nach Abschluss des juristischen Vorbereitungsdienstes begleitete er von 2007 bis 2010 als Rechtsreferent der für Grundsatzfragen der Staats- und Verwaltungsorganisation und für das Beteiligungsmanagement zuständigen Finanzbehörde der Freien und Hansestadt Hamburg verschiedene, bundesweite und hamburgische Reformvorhaben zum Teil in leitender Funktion. Von 2011 bis 2012 führte er das Justiziariat sowie zugleich das Referat „Informationstechnik und E-Government“ der Senatskanzlei der Freien und Hansestadt Hamburg. Im Anschluss leitete er bis 2015 das Referat „Grundsatzangelegenheiten der Gleichstellung sowie gleichgeschlechtliche Lebensweisen und geschlechtliche Identitäten“ der Behörde für Justiz und Gleichstellung der Freien und Hansestadt Hamburg. Im Anschluss war er in der Leitstelle Digitale Stadt des Amtes Medien der Senatskanzlei tätig.
Seit 2017 ist Eike Richter Professor für Öffentliches Recht an der Hochschule der Akademie der Polizei Hamburg, seit 2019 auch Dekan der Hochschule. Seine Schwerpunkte liegen im Recht der Digitalisierung, dem Datenschutz- und dem IT-Sicherheitsrecht.
