Professor Christoph Kumpan and Professor Georg Ringe would like to invite you to the next event of the NAIL Research Seminar series. On Monday, 12 December 2022, from 18h00 (CET), Antonella Zarra (AI Policy Program Manager, Meta and PhD Candidate at Hamburg University) will give a presentation on "Bridging Tech and Policy Innovation: A Policy Prototyping Experiment on the AI Act".

The rapid advance of emerging technologies such AI can make it difficult to fully understand and anticipate how they might eventually impact communities around the world. To help develop forward-looking policies around the development and use of new technology, Meta launched Open Loop, a global strategic initiative and consortium to connect policymakers and technology companies to develop evidence-based policy recommendations. The initiative prototypes and tests new and different approaches to laws and regulations before they are enacted, so stakeholders can better understand how well they will work in the real world.

Open Loop’s goal is to create a robust collaborative feedback loop (an “open loop”) of practical learnings between the people who make policy and those who have to implement it. Open Loop takes an experimental, interactive approach similar to how technology is built: alpha phases to research and test different regulatory pathways; and beta phases to iterate and refine these frameworks before sharing them more broadly.

One of the policy prototyping programs carried out in the context of this initiative revolves around the EU Artificial Intelligence Act. The program involves over 50 participating AI startups and companies that tested key requirements of the proposal in order to make them clearer, more technically feasible, and more effective. Three distinct, yet intertwined parts tackle specific themes and sections of the EU proposal, namely: i) Operationalizing the requirements for AI systems; ii) Regulatory sandboxes; iii) Taxonomy of AI actors. The overarching goal of the program is to test whether the AI Act can fulfill its goal of promoting trustworthy AI while at the same time being feasible for companies.
