What is the Refugee Law Clinic?
The Refugee Law Clinic Hamburg (RLC) is a project initiated by students, in which students have been advising refugees in Hamburg on asylum law since Winter 2015/16. The Clinic is run by Prof. Dr. Nora Markard, MA. The pilot cycle started in April 2015, the first official cycle started in November 2015.
A Clinic cycle comprises three elements: (1.) An introductory seminar confers the fundamentals of refugee law as well as first exercises on advice work; (2.) the mandatory internship in a cooperating law office provides students with hands-on experience; (3.) in-depth classes serve to expand the legal knowledge, while the practice colloquium with an attorney offers the opportunity to review current developments as well as Clinic cases.
Thus trained, the students start giving legal advice to refugees in reception centers around Hamburg. The quality of legal advice is our primary concern. To this end, and in addition to the continuing training of our advisors, we have established a supervision structure in cooperation with specialized attorneys. To start, the Clinic is focusing on the pre-trial Dublin procedure.
The pilot cycle, supported by the Universitätskolleg, started advice work in Winter 2015/16; these "pioneers" will be joined by students from the first official cycle from April 2016. Currently, we offer weekly advice hours in two places near reception centers:
- Harburg: At the Refugee Support Café, a project of the Willkommensbündnis Harburg at Welt*RAUM, right next to the reception center Poststraße in the district of Harburg;
- Altona: At the Café International "Embassy of Hope" at Thalia Theater's location Gaußstraße, near the reception center Schnakenburgsallee in the district of Altona.
