The operations of the police are, from a classical point of view, the main object of the application of the rule of law, a prototype of legally bound and legally limited actions of the State. However, few areas have altered more in the last two decades as the activities and the law of the police and the intelligence services. New prevention tasks are established in the pre-field of crime as well as in the pre-field of prosecution. Other keywords are the further development of the federal police, changes in the criminal procedure law and the increased networking between police and intelligence services. How can we redesign police and intelligence law in a way which is adequate and at the same time in accordance with the rule of law?
